EXAMPLE:
James lives in Inglewood, CA.  James recently graduated high school and will be headed to college in the fall at USC.  James is driving on Crenshaw Blvd in a car that he borrowed from his friend to go pick up some supplies for the start of school.  James is pulled over by Inglewood PD, but is certain that he did not commit any traffic violations. 

James cannot locate the car's papers.  Unknown to James, his friend had taken the car from a neighbor without permission.  The car was not yet reported stolen, but the officer is suspicious that James does not have the car's documentation and has James wait while he verifies the ownership of the vehicle.  After approximately 20 minutes, the officer arrests James for Grand Theft Auto (PC 487(d)(1)).
